Developing a region?

Book says it take 1 Season Action to increase 1 Rank, cheat sheet says it takes the number of Season Actions equal to the rank you are raising the region to. Which is correct?

Also the Villages section, and the Castle section of the Errata both say 1 season.

Not an answer, just additional information. I would like to know this too.

The way I've always done it is as follows (I've read that chapter a couple dozen times by now and developed about a thousand and one Regions):

It takes as many Season Actions as the next Rank you can achieve.

For example:
Rank 1 to Rank 2 takes 2 Season Actions.
Rank 2 to Rank 3 takes 3 Season Actions.
Only 1 Season Action can be spent on this per Season.

Turning a Village of Rank 3 into a City takes 1 Season Action.

It takes one Season to build a Rank 1 Castle (although it takes 3 Stone and 3 Lumber Resources).

Compare that to p.255, where it says "You can also spend a Season Action developing a Region." And later, "Developing a civilized Region increases that Region's rank by one. You cannot increase any Region's rank by more than one rank per Season."

I know I've always had my PC's spend the number of SA equal to the Rank they are raising to as it seemed implied in the text and intuitive given how to raise vassals. However it is not clearly stated as the only clear section directly addressing the action being given above by Jeff...

... anyone reckon we can loose some style over this one and ask the big man himself for his feelings as Master Narrator?

Improving a Region requires a number of Season Actions equal to the rank you want to increase it to.
